My tj does the same thing. I have been wondering what it is myself. Looking forward to someone chiming in on this subject.

Try running fuel injector cleaner through a tank or two. Also, make sure your tranny fluid is full and looks good.

Does the motor slow down like it doesn't have power or does the tranny slip not puting the power down.
I'd run Seafoam through it. It's a fuel injector cleaner. Just dump it in the tank.
Could be the fuel pump. If it's a power issue.

I would change the fuel filter, and then check the fuel pressure when driving. I would also do a full tuneup with spark plugs, wires, cap and button. Rob
it really only does it when im low on gas if i have a lot it doesnt.. and it doesnt do it to often so i dont think it would be my transmission...i wne tand pick some stuff up from advance to check it out

if it is when it is low on gas, then your pump may be getting hot.

and on the way out as a result.

Sounds like fuel pump to me. I would change the fuel filter and keep it half full to try and get you buy.
had this happen on a friends xj and it turned out to be the hose from the pick up tube to the pump. it is only about 3' long but it was split.
another question what is the best way to get rid of rust??? i see some formin a bit on my tailgate and i need to fix asap... is it just paint it i guess

The metal that is under the paint must be treated or removed to get rid of the rust, and then repainted.

Sand it down till there is not rust and then use a good sealing primer and paint. If it is all the way through time to weld in a patch panel.
its no were near that bad i just wanna stop it till it does you cant evem see anything till you get up close... but ya im sure if i paint it it will be fine....maybe hugger orange like the general lee :)

If you see rust no matter how bad it is if you don't get rid of it totally it'll come back.
also another question im gettin ready to order a rubicon express 3.5 in lift. can i fit 33's under it or will ill have to trima ton?? will i need new brake lines and a t case drop kit? im not really worried about the gearing right now.

33's should fit. If new brake lines are needed the kit should come with them. You don't need a t-case drop but you should consider a sye.

Slip yoke eliminator - for the transfer case drive shaft.
Here's the one I was going to buy for my jeep.
