You can go to your states DMV site and get all the info you need.

Don't know about tires, or anything like that, but there is no official state vehicle inspection anymore, so there is no smog test. The laws still require that motor vehicles maintain safety and emissions standards; there is simply no mandatory state inspection. Police can stop any car any time and perform a vehicle inspection. It is not common, but it does happen...
It is a Federal offense to tamper with smog equipment. You may get by with running your vehicle without a catyletic converter or smog pump, but be ready to pay some big bucks when you do get caught. The fines are huge... ##(

It's been so long since we had an official inspection that I really am not sure what was supposed to be checked, but they usually checked the following:
Check tail pipe emissions.
Verify smog pump and catyletic converter installed and connected.
Windshield wiper blades.
Headlight alignment.
Brake wear.
Parking brakes work.
Seatbelts
The reason that they stopped with the state inspection stickers was because the garages could not make any money doing the inspections, so they just took the fee and stuck a sticker on the windshield. Eventually, there were so many violations that it was decided that the inspection was useless and it was discontinued...

Vince, I think you'll be fine. If one's vehicle is reasonably decent looking and you aren't driving in a manner to ask for attention (ie. speeding, careless, etc), and don't have busted lights and so forth.
You should see which way comes out cheaper, insurance/tags in either CA or SC. Students can generally leave their home state tags on, as they are really temorary residents. If you change your D/L and legal address, then you'd need local tags.
You may find it a lot cheaper to become a resident here, perhaps even for tuition.

I gaurantee that SC vehicle regs are more owner friendly than CA's are - I couldn't believe all the stuff they put my truck through when I lived in San Diego  Sad part is that my truck was never titled in CA (kept my TN title & tags), but the Navy made me go thru CA inspection to get a base sticker for NASNI :(
WA is getting as bad as CA, OR isn't that bad......yet (other than the same rules about tire width & fender flares as CA & WA)

what about putting a 350 in my Yj, does that make big problems, because in ca, what ever the engine is the emissions all have to be stock for that motor, wiring, smog and everything else...also i know that a post earlier said they didnt know about tires, but what would happen if i had full size axles on my yj with no fenders, simply comp cut in the rear and flat fendered in the front

i didn't see your were comin from CA. no matter where you go you'll find you can do a lot more than you can at home. the big things to know the regs because 99.999999999% of the cops just make stuff up when the mood hits em. and when the realize you know more about it than they do, they'll put the pad away. most of what you get is hearsay on boards anyway so you'll be best served by spending the time to read the state laws yourself. if your runnin a yj and they have emissions laws, buy a junk 76 or earlier cj and swap the vin plate and title and insure it as an older jeep with a newer body and chassis. then your exempt
i went to school for a few years in sc. There are no vehicle inspections and i never had a problem daily driving my rig around (36" tires stick out atleast 3 inches from the fender flares) even with the doors and side mirrors off. I guess it really just depends who pulls you over if the guy is having a bad day who knows...
